I.- CONTEXTE ET JUSTIFICATION DU SOMMET

Suite aux assises nationales de la Jeunesse, le Gouvernement, à travers le Ministère de la jeunesse et des Sports, a élaboré le Document cadre de Politique de la Jeunesse. Ce document qui sera bientôt examiné par le Conseil des Ministres est essentiellement axé sur l’autonomisation de la Jeunesse afin de garantir la pleine participation des jeunes au développement national.

L’approche du Mali quant a l’insertion massive et qualitative de la Jeunesse dans les secteurs de production et d’accroitre ainsi les indices de développement est devenu une réalité, voire une exigence continentale.

En effet, les Chefs d’États et de Gouvernement réunis au mois de juillet 2011 a Malabo en Guinée Équatoriale ont décidé d’engager pleinement leurs pays dans des actions visant l’accélération de l’autonomisation de la Jeunesse.  A l’issue des travaux du Sommet, ils ont pris l’engagement ferme de bâtir des stratégies les plus appropriées afin de susciter et favoriser le Partenariat Public Privé dans l’optique d’un traitement plus adéquat du fléau que constitue aujourd’hui le chômage pour les pays.

Ainsi se justifie le partenariat stratégique que le Gouvernement, a travers le Ministère de la Jeunesse et des Sports, est entrain de sceller avec l’une des organisations les plus dynamiques en matière de Partenariat Public Privé pour le développement de la culture entrepreneuriale dans le monde.

Yes Inc. est une organisation internationale à but non lucratif, visant l’éradication de la pauvreté à travers la création d’emploi et l’entrepreneuriat des jeunes. Basé à Cambridge, Yes Inc. dispose de 56 réseaux nationaux qui œuvrent  indépendamment à la conception de programmes destinés au développement  d’une culture entrepreneuriale orientant les jeunes vers l’emploi formel.

Globalement Yes Inc. s’efforce  à stimuler les capacités individuelles des jeunes afin de les rendre aptes à concevoir des moyens de subsistances viables dans leurs communautés.

Aujourd'hui, YES oriente ses efforts sur le renforcement des capacités et des actions  encourageant l'entrepreneuriat jeunes. Travaillant directement avec les réseaux nationaux, les initiatives auxquelles Yes œuvre actuellement  comprennent:

Enterprise studio : refuge pour les jeunes aidant à la matérialisation de leurs rêves. Grâce à un processus de vision, de déclaration et de planification destinée à l’éveille des jeunes, Enterprise studio aide ceux-ci  à trouver et partager leur passion, réveiller leur génie, identifier des outils et se faire aider de mentor pour l’accomplissement  d’une vie de rêve.

Youth Trade : un programme qui vise a labéliser. les produits de jeunes entrepreneurs afin de leur octroyer une place de choix sur le marché (national et international).

Youth Enterprise generator : programme qui sera hébergé par les universités des pays du réseau YES. L’objectif est d’éduquer, d’inspirer et d’appuyer la jeunesse en créant un environnement propice à la génération de revenus à travers la formation. Et ces générateurs seront réutilisés par les universités pour offrir un espace à d’autres intervenants en vue de la formation à l’entrepreneuriat  pour les jeunes.

Le Sommet consacrera, mieux que le lancement du réseau YES au Mali,  le démarrage officiel, au plan international, de cette initiative à dimension planétaire par Son Excellence Amadou Toumani TOURE Président de la République désigné Parrain mondial du Youth Enterprise Generator. Il constituera l’amorce de la stratégie YES pour une culture entrepreneuriale jeune au Mali.

Le « Youth Enterprise Generator MALI » apportera des outils et opportunités devant aboutir au rayonnement de  l’imagination de la jeunesse malienne pour une plus grande participation au développement du pays.

Le Mali sera le premier pays bénéficiaire du projet a travers le monde, car les 50 jeunes devant composer  la première cohorte de JEUNES GENERATEURS D’ENTREPRISES seront solennellement  déclarés mis en formation a la faveur du Sommet  par le Président de la République Chef de l’Etat.

II.-  OBJECTIFS DUSOMMET :

2.1.- Objectif global :

 Susciter chez les jeunes le rêve d’une participation plus active au développement  du pays à travers la solution entrepreneuriale.

2.2.- Objectifs spécifiques :

-       Procéder au lancement international de Youth Enterprise Generator : produit original ;

-       mettre en formation la première cohorte de 50 entrepreneurs innovants « Générateurs d’entreprises » ;

-       amorcer la mise en œuvre au Mali de la stratégie de YES Inc. pour une culture entrepreneuriale au Mali ;

-       générer de nouveaux partenariats en matière d’Entrepreneuriat des jeunes au Mali.

.- CONTEXT AND BACKGROUND  :

Following the national conference of Youth, the Government, through the Ministry of Youth and Sports has developed the Policy Framework Paper for Youth. This document which will soon be reviewed by the Council of Ministers is mainly focused on the empowerment of youth to ensure the full participation of youth in national development.
The approach of Mali about massive and qualitative insertion of Youth in the areas of production and thus increase the indices of development has become a reality or a mainland requirement.

Indeed, Heads of States and Governments meeting  in July 2011to Malabo in Equatorial Guinea have decided to fully commit their countries in actions aimed at accelerating the empowerment of youth. At the end of the Summit, they have a firm commitment to build the most appropriate strategies to encourage and promote Public Private Partnership in the context of a more adequate treatment of the scourge that is unemployment in the countries

Thus is justified the strategic partnership that the Government, through the Ministry of Youth and Sports, is going to seal with one of the most dynamic organizations in public-private partnership for the development of entrepreneurial culture in the world .

Yes Inc... Is an international non-profit, for the eradication of poverty through job creation and youth entrepreneurship Based in Cambridge, Ye. has 56 national networks that work independently to design programs for the development of an entrepreneurial culture guiding young people into formal employment

Overall Yes Inc.. strives to encourage individual abilities of young people to make them able to develop sustainable livelihoods in their communities.
Today, YES focuses its efforts on capacity building and activities to promote youth entrepreneurship. Working directly with national networks, initiatives that Yes is currently working include:

Enterprise Studio: youth shelter helping the realization of their dreams. Through a process of vision, planning and reporting designed to awaken the youth.  Enterprise studio help  them to find and share their passion, awaken their genius, identify tools and get help as a mentor for the performance a of a life of dream .
Youth Trade: a program to labeling the products of young entrepreneurs to grant them a special place in the market (domestic and international).

Youth Enterprise Generator: A program that will be hosted by universities in the YES network countries. The goal is to educate, inspire and support youth in creating an environment for income generation through training. And these generators will be reused by universities to provide a space to others for the entrepreneurship training for young people.

The Summit will devote, more than the launch of the YES network in Mali, the official launch at the international level, of this initiative at global dimension by His Excellency Amadou Toumani Touré President of the Republic appointed Godfather of World Youth Enterprise Generator. It will be the beginning of the strategy YES to a young entrepreneurial culture in Mali.

The "Youth Enterprise Generator MALI" provides tools and opportunities that will lead to the spread of the imagination of Malian youth for greater participation in development.

Mali will be the first recipient of the project throughout the world, because the 50 young peoples to compose the first cohort of youth enterprise generators will be declared reported to the training on the behalf of the Summit by the President of the Republic Head of State.

II. - OBJECTIVES OF THE SUMMIT:

2.1 .- Overall objective:

  Encourage young people the dream of a more active participation in national development through entrepreneurial solution.

2.2 .- Specific objectives:


- To launch the International Youth Enterprise Generator: original product

- To set the first cohort of 50 innovative entrepreneurs' business generators " for the training

- Initiate the implementation of the strategy of  YES Inc in Mali  for an entrepreneurial culture in Mali;


- Generate new partnerships in the field of youth entrepreneurship in Mali
